The recommendation for action covers several key topics:

1. Influence of AI on learning and didactics: AI applications should support teachers and create a personalized learning environment that responds to the individual needs of students.

2. Change in examination culture: The KMK calls for an adaptation of examination formats to take into account the skills required to use AI and to make performance assessment transparent and fair.

3. Professionalization of teachers: The training and further education of teachers should systematically integrate the use of AI in order to be able to adequately assess the opportunities and risks of these technologies.

4. Regulation and legal framework: The KMK advocates clear legal requirements that ensure the protection of students' personal rights and at the same time promote the use of AI applications in a school context.

5. Equal opportunities: All learners should be given the opportunity to develop skills in dealing with AI in order to be able to act as responsible citizens in a world shaped by digitalization.

The recommendation for action builds on important preparatory work by the federal states. These include the supplementary recommendation of the Standing Conference of the Ministers of Education and Cultural Affairs of the Länder in the Federal Republic of Germany (KMK) "Teaching and Learning in the Digital World" (2021) to the KMK strategy "Education in the Digital World" and the discussion paper of the Standing Scientific Commission of the KMK "Large Language Models and their Potential in the Education System" (2024). These documents and the use of further scientific expertise, including in the context of a specialist conference on the topic and through a written consultation procedure, have laid the foundation for the current recommendations. In the sense of a framework of orientation, they form the common position of the federal states on dealing with AI applications in school education processes.
