The document prescribes the most basic standards that schools and learning centres must have to be declared safe for teaching and learning. lt is a comprehensive tool that highlights all school safety approaches focused on prevention, in­tervention, and response to issues of safety, security, and violence within and around schools.

The guiding principles for the minimum standards include the ideas that education is a fundamental human right of all those who want to learn; that there should be zero tolerance for violence against children; that education must continue at all times, even during armed conflict; that learning institu­tions must not be militarised; that high levels of professionalism, uniformity of approach, measurement of results, and strong institutional systems are necessary to create schools that are safe, secure, and violence-free.
